What earns a radar slot?

If intake is too strict, we will miss early candidates. I want a low bar for capture and a higher bar for review.

Capture is fine, but an empty source field must be visible. Otherwise a hunch and an observation will look identical.

I also want region and observation window. A signal in one community should not silently become a global conclusion.

Add the question a community member would ask first. If we cannot answer why the candidate matters, it is not ready for group attention.

Let's keep capture open, label uncertainty, and require all five fields before team review. I will draft the threshold.
